What's a good, new brand, and water proof video camera under $200?

I’ve got 0 and I’m trying to find a good camera for tornado chasing. So, I have a few questions:
#1. What’s the BEST brand?
#2. What’s the video camera called?
#3. How well does it do when wet (I really need a waterproof or water resistant)
#4. How much does it cost? (Has to be under 0)
#5. Where can I get it?
#6. Does it need an SD or SDHC card?

Kodak PlaySport is the camera you are looking for, it’s priced $140 on Amazon (see the link below) and can record in Full HD 1080p! And of course, waterproof for your needs. It needs SDHC memory card. Buy it together as amazon suggests with additional battery and 16 GB card and you are still under $200. And reviews of the users are awesome…
